A program to assist heirs of Spanish and Mexican land grantees to recover royalties due them from unclaimed mineral estates was initiated several years ago by La Porte Attorney Eileen McKenzie Fowler. The State of Texas has adamantly refused to pay these royalties and maintains they have not received funds from thousand of unclaimed wells, not only in the land grants,but all over Texas. To break this deadlock the legislature in 2013 established a commission to study the matter but it became evident early on that the commission was biased. The author wrote a White Paper to guide them. Eight supplements to the White Paper were written to steer the commission on a righteous path but all documents were ignored. The documents were written to also clarify matters for heir/descendants since the commission appeared to be distorting facts and the truth to intimidate South Texas families. These are being made available to help anyone interested to understand this cause. The eight supplements and four indices are included.
